The course "Crowd Management Training (CMT)" aims to train ship captains, officers, crew members, and staff directly involved in passenger service in the skills necessary for effective management of unorganized crowds on board. Participants will learn safety methods, evacuation procedures, and how to effectively communicate with passengers in emergency situations. The course includes both theoretical classes and practical training.

International Standards (IMO): STCW Convention, Chapter V, Regulation V/2, paragraph 4, STCW Code, Section A-V/2, paragraph 1.

Course Goal

The goal of the course is to provide knowledge and help develop practical skills necessary for managing unorganized crowds on board a ship. This course is designed for ship captains, officers, crew members, and staff directly involved in passenger service to maintain safety and perform their duties in emergency situations.

Course Objectives

  • Familiarize participants with life-saving appliances and emergency plans.
  • Train participants in assisting passengers to muster stations and embarkation areas.
  • Train participants in effective communication with passengers during emergencies.
  • Teach methods to prevent unauthorized access to the ship by unauthorized persons and prohibited cargo.
  • Maintain calm and order in stressful and emergency situations.
  • Develop skills in using emergency equipment and providing first aid.

  1. Introduction:
    • Course goals and objectives.
    • Importance of crowd management on passenger ships.
  2. Crowd Management Basics:
    • Psychology of crowds.
    • Behavior of people in stressful and emergency situations.
    • Methods and strategies for crowd management.
  3. Communication Skills:
    • Effective communication with passengers.
    • Methods of conveying information in emergency situations.
    • Maintaining calm and order.
  4. Evacuation Procedures:
    • Planning and conducting evacuations.
    • Roles and responsibilities of crew members during evacuations.
    • Coordination with other crew members.
  5. Safety Assurance:
    • Identifying and preventing potential threats.
    • Use of emergency equipment and life-saving appliances.
    • Providing first aid to casualties.

Theoretical and Practical Components

The course includes both theoretical and practical components:

  • Theoretical Part:
    • Ship structure and layout.
    • Safety rules, emergency plans, and alarm procedures.
    • Emergency exits and limitations associated with the use of elevators.
  • Practical Part:
    • Simulations of emergency situations.
    • Practical drills in crowd management and evacuation.
    • Assessment and analysis of participants' actions.

Assessment and Certification

  • Theoretical tests.
  • Practical skills assessment.
  • Issuance of a certificate upon successful completion of the course.

This course complies with international standards and requirements of the STCW Convention and the STCW Code, ensuring comprehensive training in crowd management on passenger ships.

Certificate of qualified specialist.

Level of instructor-teachers

Instructors are properly qualified and experienced in accordance with Section 1/6 of the amended STCW Code. They have maritime education, over 3 years of experience working on seagoing ships, more than 1 year of experience working in a training center for command staff, and certification in "Crowd Management Training".

  • STCW Code, Section A-V/2, paragraph 1

These standards set mandatory training and certification requirements for crew members to effectively manage crowds and ensure passenger safety in various situations.

Material and technical support of the course

For theoretical training, a classroom equipped with desks and chairs for note-taking, instructional aids, and demonstration materials (posters, charts, slides, photos) is used. After theoretical classes, practical training is conducted on the training ship "AVANT" to practice skills using individual and collective life-saving appliances.
