Safety Investigation into Marine Casualties and Marine Incidents is a course on investigating marine casualties and marine incidents in line with international safety requirements.
The training is conducted in accordance with the requirements of the SOLAS Convention, 1974, as amended (Regulation I/21), Regulation XI-1/6 of the SOLAS Convention, 1974, as amended, the MARPOL Convention 73/78, as amended (Articles 8 and 12), the Code of the International Standards and Recommended Practices for a Safety Investigation into a Marine Casualty or Marine Incident (Casualty Investigation Code) (resolution MSC.255(84)), and IMO Model Course 3.11 (2014 edition).
During the course, participants examine Administration obligations for investigations, reporting findings to the Organization, and applying the Casualty Investigation Code.
- investigate casualties to ships when such an investigation may assist in determining what changes in the regulations might be desirable;
- supply the Organization with pertinent information concerning the findings of such investigations;
- ensure that reports or recommendations of the Organization do not disclose the identity or nationality of the ships concerned;
- ensure that reports or recommendations of the Organization do not fix or imply responsibility upon any ship or person;
- conduct investigations of marine casualties and marine incidents, taking into account Regulation I/21;
- fully comply with the provisions of parts I and II of the Casualty Investigation Code (resolution MSC.255(84));
- take into account to the greatest possible extent the related guidance and explanatory material in part III of the Casualty Investigation Code for a more uniform implementation;
- apply the revised harmonized reporting procedures for reports required under SOLAS regulations I/21 and XI-1/6 and MARPOL articles 8 and 12 (MSC-MEPC.3/Circ.4/Rev.1);
Successful completion of the course, confirmed by a final test (and, where applicable, a demonstration of practical skills), entitles the learner to a certificate of completion of the course Safety Investigation into Marine Casualties and Marine Incidents.
